Why are the Empty Lands west of the Great Forest are still unclaimed in the later Recluse saga? Can they not support a population centuries after the fall of Cyador?

As a result of Nylan’s meddling and unleashing the Great Forest, the climate also changes, and those lands become even drier, suitable only for scattered nomads.
